Core Principle
The first rule of IAGA migration is preservation of original meaning. When a target topology cannot be safely reduced into ordinary IAGA, the native representation remains primary rather than being forced through translation.
Version / Migration Rules
Compatible migration preserves the meaning of stable identifiers together with uncertainty, provenance, rights, and Target-Native state; version conversion must not silently upgrade weaker or unknown evidence.
