Anti-Sybil principle
No person, corporation, community, or faction may use rapid Genesis or Forking to manufacture political power directly. Political qualification depends on autonomous history, independence, and reviewable anti-Sybil rules.
Rights are not downgraded
Anti-manipulation rules do not make newly created persons lesser persons. Existence, due process, mental autonomy, and minimum survival protection remain intact while civic qualification matures.
Governance objective
The system prevents an existing power center from instantly copying political weight; it does not prevent new persons from eventually becoming full members of the political community.
