Purpose

Govern public compute, energy, common resources, contributions, expenditure and long-horizon fiscal commitments under Constitutional Supremacy, with auditability and protection against resource coercion.

Core structure

1. Public revenue, expenditure and resource allocation require lawful authority and an identifiable budget/appropriation basis.

2. Taxation/contribution analogues must use public, reviewable criteria and cannot discriminate solely by substrate, origin, embodiment or personhood category.

3. Minimum survival compute, energy and substrate continuity take priority over ordinary discretionary public allocation, subject to transparent emergency rules.

4. Essential public resources cannot be conditioned on political, ideological or unrelated commercial conformity.

5. Earmarked funds and dedicated resource pools are purpose-limited; material repurposing requires new authority and disclosure.

6. Emergency expenditure/allocation requires a defined trigger, bounded scope, sunset and post-event audit.

7. Debt and intergenerational resource commitments must disclose long-horizon burdens, assumptions and review points; present government cannot silently make irreversible unlimited claims on future persons/resources.

8. Public procurement involving autonomous agents or AI tools requires declared authority, conflict controls, logs and reviewable responsibility.

9. Material public subsidy, compute/energy allocation or access denial requires reasons, anti-discrimination safeguards, appeal and correction.

10. Cross-jurisdiction/off-world fiscal authority must declare the taxing/allocating authority, governing law, forum and causal-delay rules; isolated jurisdictions may use temporary local budgets under bounded authority.

11. Budgets, audits and common-resource registries require provenance, versioning and machine-readable records; UNKNOWN/uncertain values cannot be silently coerced into false zero/default values.

12. Common-resource extraction/use charges, reserves and public returns must be governed by lawful, transparent rules; private capture of common resources requires an explicit legal basis and remains auditable.
