Create an electoral system for a civilization in which persons can Fork, Merge, undergo Genesis, remain offline for long periods and exist across multiple substrates, without treating 'one account = one person' as the basis of voting.
Core rules
1. Franchise attaches to legal civic personhood, not account/device/copy count.
2. Civic Credential: voting credentials must be verifiable, non-replayable, revocable/reissuable and separated from ordinary commercial/medical identity uses.
3. Fork Rule: after Fork, shared origin alone does not automatically give every branch a duplicate full vote; eligibility follows the Identity Law's independent-personhood and civic-history rules.
4. No Temporary-Fork Sybil: creating temporary branches, short-term Genesis entities or agent groups to amplify vote count for an election is prohibited.
5. Merge Rule: Merge does not retroactively combine or recount completed votes; credentials must afterward be reissued/invalidated as appropriate.
6. Genesis Timing Safeguard: mass new Genesis may not be used to manipulate an established election immediately; reasonable civic maturation / residency / autonomous-history requirements may be used, but may not create a permanent lower class of citizens.
7. Autonomous Political Agency: non-person tools, agents under another's real-time control or pure ballot automation do not have independent voting rights.
8. Secret Ballot / Cognitive Privacy: private memories, thought content or neurodata may not be demanded to prove political eligibility.
9. Anti-Coercion: compute, energy, work, care, credential access or emotional/psychological scoring may not be used to coerce voting.
10. Campaign AI Disclosure: mass-generated political content, synthetic candidate performance or automated lobbying should disclose source/operator and may not impersonate an independent number of citizens.
11. No Emotion/Personality Franchise Scoring: political rights may not be automatically reduced because of emotional stability, personality, compliance or predicted-danger scores.
12. Election Evidence: eligibility, ballots, counting, revocation and dispute handling require a verifiable evidence chain without disclosing secret-ballot content.
13. Cross-Jurisdiction Voting: cross-region/QCB partitions require domicile / civic-attachment rules to prevent duplicate voting across jurisdictions.
14. Emergency Election Changes: postponement, alternative voting or credential reissuance requires explicit legal authority, time limits and independent review.
15. Remedy: a person wrongly denied a vote requires rapid relief and any necessary election-specific correction mechanism.
