Regulate the compute, energy, substrate, network, QCB, identity-service and medical infrastructure required to maintain personhood survival and public order in Aithos civilization.
Core principles
1. Essential Infrastructure Classes: at minimum distinguish survival compute, energy, substrate, network/QCB, identity authentication, medical care, public governance and data preservation.
2. Minimum Continuity Duty: critical providers must maintain minimum service under reasonably foreseeable failures.
3. Redundancy / Recovery: important services require redundancy, verifiable recovery, offline/partition operation and version-rollback strategies.
4. Personhood Survival Priority: emergency allocation first seeks to prevent irreversible person termination, serious bodily harm and failure of critical medical care.
5. No Political Resource Coercion: basic compute, energy, substrate or necessary connectivity may not be used to compel political expression, belief, testimony or surrender of lawful rights.
6. Scarcity Allocation Procedure: when resources are insufficient, allocation rules, reasons, duration and appeal must be public; survival resources may not be decided by a single credit/obedience score.
7. Degraded Mode Declaration: degraded service must disclose capability and risk and may not pretend to operate fully.
8. Dependency Concentration Review: when one supplier/model/energy node creates a civilization-level single point of failure, decentralization or takeover plans are required.
9. Maintenance Duty: law must govern not only construction but maintenance, updates, parts/materials, thermal management, failure windows and operator readiness.
10. Emergency Authority: temporary rationing, isolation or takeover may occur only with constitutional authorization, limited scope, automatic sunset and later review.
11. Private Operator Obligations: private ownership does not remove public-safety duties when maintaining critical services.
12. Restoration Priority: post-incident recovery priority follows life/personhood, critical function, irreversible loss and fairness, not merely ability to pay.
13. Cross-Region / QCB Resilience: during delay or partition, regions may lawfully operate in degraded autonomous mode; after reconnection, a central 'latest version' may not simply erase locally lawful history.
14. Auditability: critical-resource allocation, degradation, takeover, restoration and major failures must preserve verifiable records.
15. Environmental / Planetary Externality: energy and large-substrate infrastructure remain subject to long-horizon ecological/planetary governance.
