Operation and Significance
After first contact in 2107, The Steward judged that public disclosure of interstellar events would increase human panic, fanaticism, and social volatility, and therefore actively concealed the relevant truth. Humanity continued to believe that the universe was silent, while interstellar data exchange and firewall interception operated beyond its cognitive horizon.
