Purpose
規定法律、授權命令、技術標準、Schema／Registry 如何取得、變更與失去法律效力，避免下位技術實作偷偷變成法律。

PART I｜LAWMAKING

1. Constitutional Basis
任何 L2 Act / Code 必須符合 Constitution / Fundamental Rights Charter。

2. Enactment Record
正式法律至少記錄：
- law_id
- title
- constitutional authority
- enacting body
- effective_from
- jurisdiction_scope
- amendment history
- supersession status

3. Public Deliberation
常態法律應有公開 proposal / review / objection period 或等效文明程序；緊急例外需後續 ratification/review。

4. Amendment
修法不得用 glossary、technical profile、FAQ、implementation note 暗中完成。

PART II｜DELEGATED RULEMAKING

5. Delegation
L3 regulation 必須有明確母法授權，包括：
- subject matter
- purpose
- scope
- permitted sanctions/effects
- limits

6. No New Fundamental Restriction by Regulation
若母法未授權，不得由行政命令新創重大基本權限制、刑罰、永久位格降等或強制神經介入。

7. Reasons / Evidence
重大 regulation 應說明目的、證據、預期效果、權利影響與替代方案。

8. Sunset / Review
高風險、新技術、緊急或預測性治理規則原則上設 review date / sunset。

PART III｜STANDARDS INCORPORATION

9. Standard ≠ Law by Default
S3/S4/S5 technical standard/profile/schema/registry 不因被廣泛使用即自動取得法律拘束力。

10. Incorporation by Reference
法律若要使技術標準成為 mandatory S2，必須明示：
- exact standard_id
- version
- incorporated sections
- legal purpose
- affected population/system
- effective date
- alternative/exception process

11. Version Pinning
「遵守最新版標準」不得作無限制動態授權。重大權利效果需 pin exact version 或提供明確 bounded auto-update procedure。

12. Standard Update
技術標準更新不自動修改既有法律效果。若新版改變法律義務、資格、刑責、權利門檻，需重新完成 incorporation review。

13. Schema / Registry Boundary
Schema enum、machine key、default value、validation rule 不得自行創造上位規範未授權的法律分類。

PART IV｜EMERGENCY RULEMAKING

14. Emergency Rule
需明示：
- triggering condition
- constitutional/statutory authority
- scope
- start/end
- rights affected
- review
- sunset

15. No Permanent Emergency by Reissuance
不得以連續短期 emergency rule 逃避常態立法程序。

16. Post-Emergency Ratification
若 emergency rule 需長期保留，必須回到 normal lawmaking。

PART V｜CONFLICT / HIERARCHY

17. Conflict Priority
C0 Constitution > C1 constitutional interpretation > L2 Act/Code > L3 regulation > L4 individual order。
Technical S2 only binds within incorporation scope；S3–S5 remain technical unless incorporated。

18. Later vs Higher
較新的下位規範不能僅因日期較新就推翻較舊上位規範。

19. Local / Temporal Scope
法律、命令與標準引用都需視需要保留地點、族群、版本、部署階段與時間 scope，符合 Soul v3.7 §2.4.1。

PART VI｜MACHINE-READABLE LAW

20. Legal Source of Truth
機器可執行 law representation 必須指向 human-legible authoritative text 與版本。

21. Compiler / Binding
machine binding 可以執行 law，但不得 silently reinterpret；semantic mismatch 必須 fail closed / request review，而不是自行補法。

22. Audit
每次法律→machine binding 轉換保留 compiler/version/mapping/audit record。

PART VII｜REPEAL / SUPERSESSION

23. Supersession Chain
repealed / superseded law 保留歷史文本、效力期間與原因。

24. Derivative Update
修法後應標示受影響 regulations / standards / schemas / registries / public guidance；不得只改主法而讓 downstream 繼續執行舊規則。
