Purpose
Govern recognition, representation, treaties, first contact, quarantine, diplomatic authority and defensive isolation across civilizations whose persons, institutions, time scales and communication forms may differ radically.

Core structure
1. Legal recognition cannot depend solely on human-like embodiment, language, centralized government or biological form; evidence of agency, continuity, representation and reciprocal capacity must be assessed contextually.
2. A representative may bind a polity/civilization only within identifiable delegated authority; technical ability to transmit first does not create authority to speak for everyone.
3. Treaties require authenticated parties, declared authority, scope, version/text integrity and a ratification/acceptance process appropriate to each legal order.
4. Treaty obligations remain subordinate to constitutional/fundamental-rights limits unless a valid constitutional mechanism provides otherwise; secret agreements cannot silently extinguish protected rights.
